Dr. Mor Bakhoum
Dr Mor Bakhoum has been serving as the Technical Secretary of the National Committee for Local Content Monitoring (ST-CNSCL) at the Ministry of Energy, Petroleum and Mines of Senegal since June 27, 2024. He is also a member of the Competition Council of the ECOWAS Competition Authority and a lecturer-researcher at the Cheikh Hamidou Kane Digital University (UN-CHK). He has held various academic and research positions, including Acting Director of the Multidisciplinary Doctoral School and Head of the Research and Innovation Division at the Innovation and Expertise Hub for Development (PIED). He is also affiliated with the Max Planck Institute for Innovation and Competition in Munich and has taught in several international institutions. Dr. Bakhoum has also worked as a consultant for several organizations and countries on projects related to intellectual property and competition law. He holds a PhD in Law from the University of Lausanne, as well as several Master’s degrees in Economic Law, European Law, International Economic Law, and International Intellectual Property Law. His research and theses have earned him multiple academic awards.
