Petrosen Director General to Address MSGBC Oil, Gas & Power 2025, Spotlighting Strategic Projects in Senegal

Petrosen, Senegal’s national oil and gas company, will be represented by its Director General Talla Guèye, as a speaker at the MSGBC Oil, Gas & Power 2025 conference and exhibition, taking place in Dakar from December 9-10. His participation highlights Senegal’s rapid emergence as a regional oil and gas producer and the company’s expanding portfolio of strategic projects.

Senegal’s Ministry of Energy, Petroleum and Mines recently revised Senegal’s 2025 output forecast for the Sangomar offshore field to 34.5 million barrels, up from the previous forecast of 30.53 million barrels. Since production began in June 2024, the field has produced over 24 million barrels. Petrosen’s 18% stake in Sangomar supports domestic refining at its Société Africaine de Raffinage facility, helping to reduce oil imports.

Meanwhile, the Greater Tortue Ahmeyim (GTA) LNG project, a cross-border initiative with Mauritania, achieved first gas in December last year and shipped its first LNG cargo in April. Petrosen holds a 10% stake in the project, alongside energy major bp, upstream oil company Kosmos Energy and Mauritania’s national oil company SMH. A portion of GTA’s production is allocated for domestic use in Senegal and Mauritania, while the remainder will be used for export.

Petrosen is also progressing toward a final investment decision for the Yakaar-Teranga gas project, with partner Kosmos Energy. Following bp’s exit, the company is seeking a new third-party partner. The project is intended to supply gas for Senegal’s domestic market.

Under Guèye’s leadership since June 2024, Petrosen has delivered a new strategic plan with multinational professional services network Ernst & Young and engaged international law firm Cleary Gottlieb Steen & Hamilton to advise on financing future projects, including the World Bank-backed Project to Improve Access to Electricity in Senegal.

Downstream initiatives include feasibility studies for the Senegal Fertilizer Company, a gas-fed urea plant with an annual production capacity of 100,000 tons. The plant will utilize domestic gas and phosphate for regional and international fertilizer markets.

As such, Petrosen’s recent activities coincide with accelerating economic growth in Senegal, with Q1 2025 GDP estimated at 12%, driven in part by new oil and gas revenues.
