MSGBC Conference Puts Mauritania’s Gas, Offshore Project Strategy in Focus
Mauritania brings a fast-expanding domestic gas agenda to MSGBC Oil, Gas & Power 2026, backed by its second year of LNG exports. In July, Saudi developer ACWA Power signed a 25-year agreement to build the 230 MW N’Diago power plant, fueled by gas from the Greater Tortue Ahmeyim (GTA) field. The same month, the Ministry of Energy and Petroleum sought cabinet approval to award three offshore exploration blocks to U.S. independent Murphy Oil and London-headquartered Chariot.
In September, the government also signed its first Global Convention for a green hydrogen project, setting long-dated terms for CWP Global’s AMAN development. Each program is expected to feature in the Mauritania National Spotlight, Deepwater Gas & Green Energy Expansion, one of five country sessions anchoring the conference’s Investment Forum on December 3.
GTA Volumes Open a Domestic Power Market
GTA Phase 1 averaged around 2.7 million tons per year of LNG in the first half of 2026. Operator bp and partner Kosmos Energy are now evaluating a Phase 1+ expansion that would use existing infrastructure to supply gas for power generation in Mauritania and Senegal.
The $669 million N’Diago plant is the country’s first large-scale gas-fired independent power project, with ACWA Power holding 60% of the project company. With Mauritania’s installed capacity at roughly 490 MW and much of it reliant on imported heavy fuel oil and diesel, the plant is set to substantially expand generation capacity and bolster the growing domestic gas market.
BirAllah and Banda-Tevet Broaden Mauritania’s Gas Base
BirAllah holds the largest undeveloped share of Mauritania’s estimated 142 trillion cubic feet (tcf) of gas resources. National oil company Société Mauritanienne des Hydrocarbures (SMH) puts the field at about 80 tcf. SMH has operated the block since 2024 and is targeting first gas by 2030. Industry reports in February indicated that Energean was evaluating a lower-cost concept centered on domestic power supply.
Closer to Nouakchott, GoGas Holding is developing the Banda and Tevet fields, estimated at around 1.3 tcf, to supply a combined-cycle plant it is co-developing with Egypt’s Madkour Holding. The first 200 MW phase is targeted for the end of 2028, with expansion to 365 MW, and a final investment decision on the fields is expected before the end of 2026.
Murphy and Chariot Seek Acreage in the Coastal Basin
On July 8, the Council of Ministers reviewed a request to award exploration contracts for three coastal basin blocks to Murphy Oil and Chariot. Murphy entered Morocco’s Gharb Deep Offshore block in January and made its Bubale-1X oil discovery offshore Ivory Coast this year. The company also expects to finalize the Mauritanian contracts before year-end.
Hydrogen Framework Links Renewables to Iron Ore
Mauritania is pairing its gas program with a green hydrogen strategy built on its wind and solar resources. AMAN, the first project to secure a Global Convention under the country’s Green Hydrogen Code, is now in front-end engineering design. It targets 1.2 million tons of green hydrogen and 6.6 million tons of green ammonia per year from up to 30 GW of wind and solar capacity, with a final investment decision planned before 2030. CWP Global also sees potential for green iron ore reduction with national mining company Société Nationale Industrielle et Minière. Separately, Chariot is co-developing the 10 GW Project Nour with TotalEnergies.
Mauritania’s session follows the launch of the MSGBC Data Room, which opens the Investment Forum with block data and licensing information across the basin. Discussions are expected to address how offshore gas is allocated between LNG exports and domestic power, as well as the terms on offer to upstream and hydrogen investors.
Organized by Energy Capital & Power under the High Patronage of President Bassirou Diomaye Faye and in partnership with the Ministry of Energy and Petroleum, MSGBC Oil, Gas & Power 2026 takes place December 1–3 at the Centre International de Conférences Abdou Diouf in Dakar.
