MSGBC 2025 Presentations to Unpack Exploration, Refining and Hydrogen Prospects

The upcoming MSGBC Oil, Gas & Power 2025 conference and exhibition – taking place in Dakar from December 8-10 – will feature a series of high-level technical and strategic presentations highlighting the newest opportunities across West Africa’s energy landscape. Set against a backdrop of rising investment, major new exploration programs and expanding downstream ambitions, the sessions will offer investors detailed insights into the latest developments across the MSGBC basin and beyond.

Set to outline Société Africaine de Raffinage’s (SAR) vision for regional refining capacity, Mamadou Abib Diop, CEO of SAR, will deliver a keynote presentation highlighting Senegal’s downstream expansion strategy. This comes after SAR’s milestone achievement of refining domestic crude from the Sangomar field for the first time in February 2025. The SAR 2.0 project aims to increase refining capacity by 4 million tons per year, enabling Senegal to fully meet domestic fuel demand and supply regional markets.

Meanwhile, Cany Jobe, Director of Exploration & Production at the Gambia National Petroleum Company, will present offshore and opportunities in The Gambia. The presentation is set to provide an overview of the country’s position within the prospective MSGBC basin, emphasizing geological continuity with major discoveries offshore Senegal and Mauritania. Active offshore licenses in the country include Blocks A2, A4 and A5 alongside investment-ready acreage such as Block A1 and ultra-deepwater Blocks A3 and A6. Jobe is also expected to outline the country’s onshore potential, current data acquisition levels and the government’s regulatory modernization efforts through the upcoming Petroleum Exploration, Development & Production Bill.

Also in the upstream sector, Celedónio Plácido Vieira, General Director of Guinea-Bissau’s state-owned Petroguin, will deliver an Opportunities for Exploration in Guinea-Bissau presentation. The session will provide a comprehensive update on the country’s emerging offshore activities, including energy major Chevron’s planned exploration of deep-to-ultra-deepwater Blocks 5B and 6B – announced in November 2025 – as well as ongoing analysis of the Atum-1X exploration well drilling by exploration company Apus Energy. Vieira is expected to touch on the resource potential across the Sinapa and Esperança licenses, which together host both proven discoveries and significant de-risked prospective volumes.

In the renewables space, Eric Schmid, Associate Director – Upstream Energy at S&P Global Insights, will deliver a presentation titled White Hydrogen – Where Does it Fit? While green hydrogen dominates current project development in Mauritania, this session will outline the state of geological hydrogen globally, its potential relevance for African markets and the analytical frameworks used by S&P Global to assess resource classes.

Another highlight will be a presentation by Mohammed Zaid, Head of International Cooperation & Media and Communications Office at Libya’s Ministry of Oil and Gas, which will provide an overview of the Energy Jeel Initiative, a national capacity-building program designed to equip young Libyan professionals with technical and leadership skills for the future energy economy. His presentation is set to review recent training cycles completed under the initiative, ongoing cooperation with international technology partners, and Libya’s broader strategy to develop a skilled domestic workforce across both hydrocarbons and renewables.
