Mauritanian Ministry of Petroleum and Energy Officials to Speak at MSGBC Oil, Gas & Power 2025
Two senior officials from the Ministry of Petroleum and Energy of Mauritania – Moustapha Bechir, Technical Advisor for the Upstream Sector and Taghiya Abeidarrahmane, Director of Low Carbon Hydrocarbon – have been confirmed to speak at the MSGBC Oil, Gas & Power 2025 conference and exhibition. Taking place in Dakar on December 8-10 under the High Patronage of Senegalese President Bassirou Diomaye Diakhar Faye, the event will convene regional and global energy leaders to discuss West Africa’s evolving oil, gas and green hydrogen landscape.
Their participation comes on the back of a landmark year for Mauritania’s energy sector. In April 2025, the Greater Tortue Ahmeyim (GTA) project – developed by energy major bp and upstream oil company Kosmos Energy in partnership with Senegal – achieved first LNG exports. The project is ramping up toward its initial 2.3 million tons per annum (mtpa) capacity, with plans underway to expand to 5 mtpa under Phase 2. In parallel, the government is advancing its gas-to-power strategy, including a planned 550 MW capacity expansion and new combined-cycle gas turbine plan in Ndiago.

The GTA project is expected to serve as a driver for domestic economic growth by providing a reliable source of energy to support power generation. The country is already implementing measures to expand its domestic electricity generation capacity using GTA gas with the Ministry of Energy and Petroleum having launched a tender in August 2025 for a 230 MW gas-fired power plant. Additionally, two independent power producer projects tied to GTA gas are expected to contribute a combined 550 MW to the national grid, supporting industrial expansion, mining growth and broader economic diversification.
In the green hydrogen sector, Mauritania is advancing projects under efforts to position itself as a clean energy hub. In February 2025, renewable energy company CWP Global completed key geological, hydrogeological and seabed bathymetric studies to support infrastructure siting for the 30 GW AMAN Project. The project aims to produce up to 1.7 million tons of green hydrogen and 10 million tons of green ammonia annually, powered by solar and wind resources in Mauritania’s norther desert and coastal regions. Meanwhile, the 10 GW Project Nour, developed by Chariot Green Hydrogen in partnership with TE H2 – a joint venture between oil major ToralEnergies and energy company EREN Group – continues its feasibility phase, with a first phase expected to produce approximately 150,000 tons of green hydrogen annually by 2030.
On the upstream front, Bechir has been at the forefront of efforts to secure a new development partner for the Bir Allah gas field, estimated to hold 80 trillion cubic feet of natural gas. His role includes overseeing major hydrocarbon projects and promoting Mauritania’s upstream potential. Meanwhile, Abeidarrahmane is leading Mauritania’s transition towards green and blue hydrogen through implementation of the Green Hydrogen Code, adopted in late 2024. Under her leadership, several multi-gigawatt projects have gained momentum, including Project AMAN, Project Nour and the Megaton Moon project.
