INPG Director General to Speak at MSGBC Oil, Gas & Power 2025 Amid Rising Demand for a Skilled Local Workforce
Dr. Fall Mbaye, Director General research entity the National Institute of Oil and Gas (INPG), will participate as a speaker at the MSGBC Oil, Gas & Power 2025 conference and exhibition, taking place in Dakar from December 9-10. His participation comes at a pivotal moment for the MSGBC region, with Senegal and Mauritania developing large-scale oil and gas projects that depend on a qualified workforce.

In April this year the INPG signed a tripartite agreement with the Vocational and Technical Training Fund and the National Committee for Monitoring Local Content to train and integrate 1,000 young professionals by 2026, with the goal of reaching 15,000 by 2029. The agreement underscores Senegal’s ambition to align training with market needs, promote local content and support communities near oil and mining operations.

Under Dr. Mbaye’s leadership, the INPG has launched several initiatives to position Senegal as a regional hub for oil and gas training. These include the development of the basic offshore safety induction and emergency training center in Diamniadio – the first of its kind in Senegal – and partnerships with both national and international companies including the Soceté Africaine de Raffinage, Petrosen, bp, Woodside Energy and Kosmos Energy. The institute has expanded its reach by training foreign students from Chad, Niger and Gabon, while gradually increasing the share of Senegalese trainers within its programs.

Senegal’s oil and gas industry has entered a new growth phase following first oil at the Sangomar field in June 2024. Operated by Woodside Energy alongside Petrosen, Sangomar has already exported 33 cargoes totaling 31.93 million barrels as of mid-2025, with annual production projected at 30.53 million barrels. On the gas side, the Greater Tortue Ahmeyim project – straddling the Senegal-Mauritania maritime border – achieved first gas in early 2025, targeting 2.5 million tons of LNG per year in its initial phase.

Additional reserves at Yakaar-Teranga further strengthen Senegal’s position as a rising energy producer. These developments underscore the urgent need for a skilled local workforce to meet technical, operational and environmental demands.
