GECF Joins MSGBC 2025 Amid First Gas Milestone for Senegal and Mauritania

Eng. Mohamed Hamel, Secretary General, and Rafik Amara, Senior Gas Market Analyst at intergovernmental organization the Gas Exporting Countries Forum (GECF), will participate as speakers at the MSGBC Oil, Gas & Power 2025 conference and exhibition, taking place in Dakar from December 9-10. The event brings together regional and global stakeholders to advance investment and collaboration across Mauritania, Senegal, The Gambia, Guinea-Bissau and Guinea-Conakry.

Senegal and Mauritania are both observer members of the GECF, a coalition representing 70% of global natural gas reserves and 42% of marketed production. Senegal joined the Forum in March 2024 while Mauritania joined a year earlier in October 2023.

Hamel and Amara’s participation comes amidst a historic milestone for the two countries, with the cross-border Greater Tortue Ahmeyim (GTA) conventional gas field’s first LNG cargo being exported in April 2025, marking Senegal and Mauritania’s entry into the global LNG market. Developed by bp, Kosmos Energy, and the national oil companies of Senegal and Mauritania – Petrosen and SMH, respectively – the GTA project achieved first gas in December 2025, with Phase 1 designed to produce 2.5 million tons per annum of LNG.

Holding an estimated 425 billion cubic meters of gas, the GTA project will be developed in two phases, with plans to potentially double FLNG capacity and expand domestic gas supply in Phase 2.

In the wake of this milestone, the GECF recently forecast that Africa’s midstream gas sector is expected to attract $115 billion in investment between 2031 and 2040, representing 16% of global midstream capital expenditure. According to the organization’s Global Gas Outlook Report, the continent is forecast to account for 23% of global liquefaction investments by 2050, with up to 85% of midstream spending directed towards LNG infrastructure. Meanwhile regasification investments are projected to reach $16 billion, meeting rising local demand driven by industrial growth and electrification.

“We are honored to welcome Eng. Mohamed Hamel, Rafik Amara and the GECF to MSGBC Oil, Gas & Power 2025. With Senegal and Mauritania now firmly established on the global LNG map, the Forum’s engagement at this year’s event underscores the region’s growing role in shaping the future of natural gas. This is a pivotal time for the MSGBC basin, and how platform is committed to fostering the partnerships and investment needed to translate these milestones into long-term economic growth," states Sandra Jeque, Project Director, Energy Capital & Power.

Taking place under the theme Energy, Petroleum and Mining in Africa: Synergy for Inclusive Economic Development, MSGBC Oil, Gas & Power 2025 will feature high-level dialogue, technical sessions and deal-signing, positioning the MSGBC Basin as a growing hub for global energy supply.
