Gabon Strengthens Regional Energy Profile with Minister’s Participation at MSGBC 2025

Last October, energy major ExxonMobil signed a MoU with the government of Gabon to explore deepwater and ultra-deepwater offshore areas for oil and gas, marking an expansion of the U.S. company’s activities in Africa. UAE-based Technomak and Dutch solutions provider Dixstone – an affiliate of independent oil and gas company Perenco – signed an engineering, procurement, construction, commissioning and installation agreement in May for the Cap Lopez FLNG project offshore Gabon. The FLNG facility, expected to come online in 2026, will have an annual production capacity of 700,000 tons of LNG and 25,000 tons of LPG, with 137 cubic meters of storage in a converted floating storage and offloading unit.
A cornerstone of Gabon’s power strategy is the Orinko gas-to-power project. The build-own-operate-transfer IPP aims to leverage offshore gas resources to produce electricity, increasing Gabon’s generation capacity by 50%. The project is backed by a consortium including the state-owned Gabon Power Company, Wärtsilä, Africa 50, FGIS and Melec PowerGen. Alongside Orinko, Gabon has begun operations at Karpowership’s floating power plants, which currently provide 25% of the country’s electricity, including to Libreville and other regions.
To further mobilize capital for energy and water projects, Gabon established the National Fund for Energy and Water in 2025. The fund is intended to address power outages, advance infrastructure development and support projects such as the Owendo thermal power station and the Noulmendjim and L’impératrice Eugénie hydroelectric plants.
Gabon is also advancing multiple strategic initiatives to enhance energy access and strengthen its oil, gas and renewable energy sectors. The country aims to revitalize its oil and gas production to reach a capacity of 220,000 barrels per day and has developed a comprehensive Gas Master Plan to expand LNG and LPG markets. Gabon is also securing international financing to construct new power plants and expand renewable energy capacity, including hydroelectric projects such as the Grand Poubara (160 MW) and Kinguele Aval (70 MW) dams.
