From Concept to Capacity: Mauritania Scale Up Green Hydrogen Projects

Mauritania is rapidly emerging as a strategic hub for green hydrogen development, driven by multi-billion-dollar projects and regulatory reforms. Last year, over $75 billion was invested globally in the green hydrogen sector, with Mauritania joining the momentum through initiatives led by CWP Global, Chariot and Total Eren, and Infinity-Conjuncta. The country’s flagship project, Megaton Moon, aims to produce green ammonia while supporting green steel and sustainable architecture.

To attract investment and foster growth, Mauritania adopted a Green Hydrogen Code in October 2024, creating a dedicated legal and institutional framework. The code introduces tax incentives, production regulations and establishes the Mauritanian Agency for Green Hydrogen to oversee project development and ensure transparency. Mauritania’s ambitions will be showcased at the MSGBC Oil, Gas & Power 2025 conference in Dakar, taking place December 2-3, as the country positions itself at the forefront of West Africa’s clean energy transition.

Megaton Moon Project Advances

In February 2025, Danish Greentech firm GreenGo Energy signed an agreement with the Ministry of Petroleum, Energy and Mines to develop the Megaton Moon project – an integrated green hydrogen, ammonia and energy hub.

Developed across 100,000 hectares near Nouakchott, the project will roll out in phases from 2029 to 2033. At full capacity, it will feature 6 GW of electrolysis, 6.8 GW of wind and 6.3 GW of solar PV. The first phase, set for late 2029, includes 500 MW of electrolysis, 600 MW of wind and 600 MWp of solar, enabling the production of 339,000 tons of green ammonia per year.

Long-term plans envision 60 GW/190 TWh of hybrid solar and wind generation and 35 GW of electrolysis, potentially producing 4 million tons of green hydrogen or 18 million tons of green ammonia annually. Benefitting from abundant solar and wind, a coastal location for desalination and exports, and competitive costs – estimated at half that of northern Europe – Megaton Moon will also include a green energy park, urban development and desert agriculture.

More than 70 million tons of desalinated water will support local farming, and a 10 TWh+ power surplus will drive broader sustainable development. According to GreenGo Energy, the project’s infrastructure will be visible from space and designed to reflect the Mauritanian flag.

Major Projects Shape Hydrogen Future

In March 2025, CWP Global completed key geological, hydrogeological and bathymetric studies for the $40 billion AMAN green hydrogen project. In partnership with RSK Geosciences and local firm Magma Group, studies assessed optimal infrastructure placement and environmental safeguards. A 360 km marine reconnaissance and 26 km2 seabed mapping of Baie du Lévrier were conducted between September and October 2024.

Once operational, AMAN will deploy up to 30 GW of wind and solar, generating 110 TWh of energy annually and producing around 1.7 million tons of green hydrogen per year.

A separate 10 GW green hydrogen initiative – Project Nour – is being led by Chariot Green Hydrogen in partnership with TE H2, a joint venture between TotalEnergies and EREN Group. Backed by the Ministry of Petroleum, Energy and Mines, Chariot completed a feasibility study in March 2024 following earlier pre-feasibility work. The first phase will deploy 3 GW of renewable power and up to 1.6 GW of electrolysis, enabling 150 kilotons of green hydrogen production annually.

Meanwhile, German firm Conjuncta and Egypt’s Infinity are spearheading a $34 billion hydrogen project near Nouakchott. Formalized in March 2023, the project targets 10 GW of electrolyzer capacity and up to 8 million tons of green hydrogen annually. It will be built in four phases, with the first 400 MW phase expected by 2028.
