African Energy Financing to Take Center Stage at MSGBC Oil, Gas & Power 2025 as APPO Secretary General Set to Speak
The African Petroleum Producers’ Organization (APPO), the intergovernmental body representing African oil-producing countries, will be represented by Dr. Omar Farouk Ibrahim, Secretary General at the MSGBC Oil, Gas & Power 2025 conference and exhibition, taking place in Dakar from December 9-10. Dr. Ibrahim’s participation at this year’s event is set to highlight APPO’s leadership in shaping Africa’s oil, gas and power sectors, as well as the continent’s growing capacity to mobilize domestic capital for energy development.

APPO has continued to advance the launch of the $5 billion African Energy Bank (AEB) and strengthen Africa’s energy infrastructure across upstream, midstream and downstream segments. The AEB, developed in partnership with pan-African financial institution the African Export-Import Bank, is designed to provide tailored financing for exploration, production and downstream projects.

Member states of the AEB include Nigeria, Angola and Ghana, which have already fulfilled capital commitments, with additional pledges from Algeria, Benin, the Republic of Congo, Equatorial Guinea and Ivory Coast. The bank will support projects such as Angola’s Cabinda Refinery, Nigeria’s Dangote Refinery and new energy initiatives in Ghana and Equatorial Guinea. Global consulting firm PwC has been appointed to ensure the bank is structured and operationalized to meet Africa’s financing needs.

Beyond financing, APPO continues to champion regional integration through initiatives such as the Nigeria-Morocco Gas Pipeline and the Central African Pipeline System, while strengthening partnerships with organizations including OPEC. The organization advocates a balanced energy transition that leverages natural gas as a bridge fuel, expands refining capacity and supports cross-border infrastructure aligned with the African Continental Free Trade Agreement.

Amid a series of landmark milestones across the oil and gas sector in the MSGBC region, APPO stands to support sustainable energy growth and regional cooperation across the basin. In April 2025, Senegal and Mauritania became LNG exporters for the first time with the shipment of the inaugural cargo from the Greater Tortue Ahmeyim project. Meanwhile, Senegal’s Sangomar oilfield, which achieved first oil in June 2024, continues to ramp up production with its FPSO capacity of 100,000 barrels per day. Ongoing and upcoming projects include the Yakaar-Teranga gas field in Senegal, the BirAllah gas field in Mauritania and exploration licensing rounds in The Gambia, Guinea-Conakry and Guinea-Bissau.
